Outer banks rentals

Outer banks rentals is another term that i really don’t get.  Me thinks it’s all about houses for sale or rent.  The term’s not  commonly used here in the Philippines that’s why I’m not familiar with it. 

A lot of sites offers explanation for this. But since im still studying and i still don’t have money to buy my own house, i’ll put on more effort in understanding it, next time. If anyone could give me a short but concise explanation for it, do holla, Okay? =)
